As the storm crossed the bay, reports by HAM radio operators in Panama City prompted an update to the warning. These Special Weather Statements are sent out as an informational purpose. The following was issued from TAE regarding the cell that prompted the Tornado Warning for Bay County. Note this was almost 45 minutes later, then when the tornado warning was issued. All indications on radar data that the storm had weak rotation in it, enough to prompt a warning before landfall on Panama City Beach.

My Thoughts on the event:
First of all, yes I was out of town during the event. As of now I have the whole days worth of level II NEXRAD data from KEVX. I have spent a few hours looking at different parts of the data, since not only was there a possible tornado, (it never reached the ground) the main story was the flooding. I have to say the amount of water that fell over the basically southern part of Bay county, was very impressive. The front almost stalled over the area and the showers and storms that formed over that area, started to train over the same area, an event known as echo training. It think a weak surface low formed over the northern panhandle which was one of the reasons the front lost it forward motion. Even with all of the flooding, the Bay District Schools canceled classes on Friday the 22nd. I don't blame them, a smart move on their part, the buses would have never made it down some of the roads that I had encountered on my drive around town that night of the 21st.
I was able tour all over the area.
From as far a north as Lynn Haven, to Parker, there was major flooding. The
cedar grove police department even had to make a water rescue to save a someone
who was trapped in there vehicle, that had been picked up by the rising water.
